ULFR distinguishes rigorously between intention, work in progress and completed reality. This article records where the institution actually stands, so that everything published afterwards can be measured against it.
Defined: the project concept, the master identity (production refinement remains), and the mature corporate architecture — a nine-entity group with a Brussels mother company and eight specialised entities, activated sequentially only when operations, liability, tax, investment or contractual needs justify separation.
Not in existence: no ULFR estate has been acquired — the first land objective is a contiguous core research estate of provisionally around 1,500 hectares, with the Tribeč landscape in Slovakia, including the wider Veľké Uherce–Horná Ves area, a candidate rather than a predetermined final location. Neither the wolf nor the raven telemetry programme is operational. No hospital or veterinary facilities exist. The commercial operation is pre-launch, with a first digital wallpaper concept prepared. Public media channels are in launch preparation.
Every major commitment will receive a measurable milestone and a capital gate. This is what 'foundational stage' means in practice — and this journal will report each change of state as it happens.
