Governance

Credibility is a structure, not a claim

ULFR's governance framework is being built before its operations are — because an institution that asks for long-term trust must first show how it intends to be held accountable.

Development

Governing Principles

Transparency

Structures, funding logic and decisions documented and published — not summarised.

Accountability

Clear responsibility for outcomes, with named institutional answerability at every level.

Scientific Integrity

Research conducted under published methods, ethics approval and independent scrutiny.

Regulatory Compliance

Full operation within applicable law. Permits precede activities — always.

Local Participation

Landowners, farmers, municipalities and communities as participants, not audiences.

Measurable Outcomes

Ecological objectives defined in advance and reported against, including failure.

Responsible Financial Governance

Durable structures, conservative assumptions, and published financial reporting.

“Governments retain regulatory sovereignty. ULFR seeks responsibility within the law — not exemption from it.”

Current Status

The present state, on the record

As of 2026-08-20

A living record. This board is updated as milestones are reached — intention, work in progress and completed reality are never blurred.

Project concept

Defined

A permanent, economically independent European institution around living ecosystems.

Master identity

Defined

Wolf, raven, tree-and-root structure, protective circle, orange research collar. Production refinement remains.

Corporate architecture

Defined

Mature nine-entity group; entities activated sequentially, never for appearance.

Land

Not acquired

No ULFR estate. First objective: contiguous core research estate of provisionally ~1,500 ha; Tribeč / Veľké Uherce–Horná Ves remains a candidate, not a predetermined location.

Wolf telemetry programme

Not operational

GPS/satellite telemetry subject to veterinary, ethical and legal approval.

Raven telemetry programme

Not operational

Lightweight equipment only where scientifically justified and demonstrably welfare-compatible.

Hospital / veterinary facilities

Not operational

Activated when operational demand and liability justify dedicated infrastructure.

Commercial operation

Pre-launch

First digital product — wallpaper concept prepared; merchandise and media publishing to follow.

Public media channels

Launch preparation

Instagram, TikTok, Pinterest and ulfr.eu — credibility before scale.

Website

Launch preparation

This site — in review before connection to ulfr.eu.

Current Institutional Status

Where the institution stands

2026

Project concept defined: a permanent, economically independent European institution around living ecosystems, with long-duration wolf–raven research and protection as its flagship scientific mission.

2026 — 20 August

Present state formally assessed and published: master identity defined, nine-entity mature architecture defined; no land acquired, no telemetry operational, hospital and veterinary facilities not operational, commercial layer pre-launch.

Next

Sequential activation: commercial layer first, each entity incorporated only when operations, liability, tax, investment or contractual needs justify it — every major commitment behind a measurable milestone and capital gate. Governance documents published here as adopted.
